Nearly $5M in North Central West Virginia Projects are Part of 17 Construction Projects Awarded by WVDOH

A project to make concrete repairs, repave, and install guardrails on Corridor G (US 119) between Fountain Place and Mud River Road in Logan and Boone counties is among 17 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Tuesday, December 2, 2025.

The project will pave more than 21 miles of southbound Corridor G, and more than 21 miles of northbound Corridor G, for a total of about 43 miles of new pavement.

West Virginia Paving Inc. was awarded the contract for $26,891,240.67. The contract was awarded from a bid letting held on Thursday, November 18, 2025.

“This is one of the bigger projects we’ve awarded in a while,” said Transportation Secretary Stephen Todd Rumbaugh, P.E. “This will make a much smoother and safer ride for the people who use Corridor G.”

Other projects awarded from the November 18 bid letting include:

  • Triton Construction Inc. was the low bidder on an approach ramp replacement project on the Senator J.F. Deem Memorial Bridge, with a bid of $17,565,000. (Wood County)
  • SMH Construction Company Inc. was the low bidder on a project on the Rocky Fork Channel Beam Bridge, with a bid of $2,886,160.03. (Kanawha County)
  • R.K. Construction was the low bidder to install ADA ramps along WV 817, with a bid of $1,441,837.77. (Kanawha County)
  • Triton Construction Inc. was the low bidder on a deck replacement and expansion joint project on the Joseph C. Bartolo Memorial Bridge, with a bid of $3,395,000. (Monongalia County)
  • Marks Drilling was the low bidder on a slip repair project on Sonoma Road, with a bid of $179,254.75. (Wirt County)
  • Triton Construction Inc. was the low bidder on a bridge deck overlay project on the William S. Ritchie Jr. Bridge, with a bid of $11,265,000. (Jackson County)
  • Catts Construction Inc. was the low bidder on a rehabilitation and paving project on the Lieutenant William P. Patton Memorial Bridge, with a bid of $3,178,297.08. (Wyoming County)
  • SMH Construction Company Inc. was the low bidder on a construction and sewer relocation project on the School Street Bridge, with a bid of $2,408,039.82. (Kanawha County)
  • Paramount Builders LLC was the low bidder on a project for a headquarters complex in District 3, with a bid of $41,558,089.93. (Wood County)
  • SQP Construction Group Inc. was the low bidder on a bridge deck rehabilitation project on the Greenbrier River Trail, with a bid of $1,188,282. (Greenbrier County)
  • Thaxton Construction Company Inc. was the low bidder on a piling wall and resurfacing project on Long Branch Road, with a bid of $216,739. (Kanawha County)
  • Specialty Groups Inc. was the low bidder on a temporary traffic signal project at Interstate 79 Exit 155, with a bid of $566,898.60. (Monongalia County)
  • Thaxton Construction Company Inc. was the low bidder on a slide repair on US 52, with a bid of $242,027.50. (Wayne County)
  • Penn Line Services Inc. was the low bidder on a guardrail replacement project in District 7, with a bid of $544,558.43. (Barbour, Braxton, Gilmer, Lewis, Upshur, and Webster counties)
  • West Virginia Paving Inc. was the low bidder on a paving project on WV 32 from Davis Bridge to Boulder Park, with a bid of $492,290.30. (Tucker County)
  • PDK Construction Inc. was the low bidder on a guardrail project in District 1, with a bid of $972,450. (Boone County)

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.

When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review.
