Johnson Avenue Set to See Major Infrastructure Work as State Planning to Get Start on $1.3M-Plus Project

By Jeff Toquinto on February 17, 2025

A section of Johnson Avenue is about to get seven figures worth of infrastructure projects in the upcoming months thanks to a West Virginia Division of Highways project.

According to information received from the state on a list of projects recently in the bid letting process, Meadowbrook Road traffic signals were listed. The traffic signals in question stretch from Meadowbrook Mall’s entrance area to the GoMart on Johnson Avenue.

The apparent low bidder is Davis H Elliot Construction Co of Lexington, Kentucky, according to Jason Nelson, WVDOH District Four Construction Engineer. The bid, which is still being reviewed, is $1,315,000.

“This is a complete replacement and upgrades of the signal systems at all locations,” Nelson said.

There are six intersection signals included in the project. They include the Johnson Avenue (Meadowbrook Road) intersections with GoMart, the Interstate 79 northbound ramps, the Interstate 79 southbound ramps, Barnett Run Road, Meadowbrook Mall road, and the intersection and signal (today a caution signal) at the Meadowbrook Mall Road and the old Toys "R" Us intersection site that today is home to Centerbranch Church.

A firm starting date is not known. However, Nelson anticipates several months from now.

“I would anticipate not until later this summer timeframe considering the lead time on signal components now,” he said. “First thing they will do is drill and place new signal support foundations.”

He said the only time issue that will stretch this project is the lead times on the electronic components needed, such as signal controller cabinets. The completion date is the end of July 2026.

As for good news, Nelson does not expect it to impact on traffic. He said it should be “minimal” at worst.

“They may have to take a portion of a lane or shoulder to do the drilling work and then they will take a lane while handing wires and signal heads, but this work is only a few days to a week at each location,” he said
